Thousands of residents have gathered in Buwooya subcounty for the “Buganda for Museveni” rally, where top government officials outlined fresh measures to protect tenants and address growing land concerns across Buvuma.
The rally, organized by Buvuma Islands County MP Hon. Robert Migadde Ndugwa at Bukaali Primary School on December 7th, 2025, drew crowds seeking answers on land security, evictions, and government interventions.

While addressing the rally, the Minister of Lands, Housing, and Urban Development, Hon. Judith Nabakooba, unveiled the new government-issued Busuulu receipt system, an initiative that allows tenants to pay their annual dues at sub-county offices when landlords are absent or unwilling to receive payment.
“If you don’t know your landlord or if your landlord refuses to receive the Busuulu, just go to the sub-county and pay. They will give you a receipt,” Nabakooba said.
She emphasized that the system, introduced under the guidance of President Museveni, is fully legal and intended to protect tenants on mailo land.
Chief Guest Attorney General Hon. Kiryowa Kiwanuka assured residents that the government will not allow illegal evictions, including in forest reserve areas where land pressure is rising.
“No one is allowed to chase people from land, even if it is a forest reserve, without the minister’s letter,” Kiwanuka noted.

The District Chairperson, Adrian Wasswa Ddungu, listed key government achievements such as the MV Palm ferry, upgraded health centers, and new Seed secondary schools, while calling for Buvuma Health Centre IV to be elevated to a general hospital.
The rally, attended by ministers including Hon. Diana Mutasingwa, Minister of State in the Office of the Vice President; MPs; and local leaders, comes as the government accelerates efforts to secure tenants’ rights and settle landless communities across Uganda.
