Museveni Orders Massive Infrastructure Expansion in Buvuma and Buikwe, Tasks AG on Mailo Land Ownership

President Yoweri Kaguta Museveni has issued a series of directives and development pledges for Buvuma and Buikwe districts.

The president’s dorectives focuse on electricity access, road infrastructure, water, health, education, land management and sustainable livelihoods.

Addressing a campaign rally at Kadinindi Playground in Buvuma District, on Saturday, 3rd Janaury2026, Museveni announced plans to extend electricity to Buvuma Island through a two-phase project involving solar power and an undersea electricity cable from Mayuge District.

He said the first phase will see the installation of a solar mini-grid, expected to be operational within six months, while the second phase will involve laying undersea cables to transmit power to the island within one year.

Buvuma is among the two districts in Uganda without access to electricity.

The President directed the Ministry of Energy to immediately implement the project, noting that mini power stations have already been confirmed for key towns to allow gradual distribution of electricity to villages across the island.

Museveni also pledged the construction of a main tarmac road across Buvuma Island to improve transport and support socio-economic development. He said that despite the district’s small size, it deserves at least one major paved road, adding that construction works will begin soon.

On water and sanitation, the President committed to increasing access to clean and safe water beyond the current 53 percent coverage.

Out of Buvuma’s 213 villages, 112 currently have access to safe water. He cited ongoing piped water projects in Namatale and Lyabalume, while Lwajje has already been mapped and is under construction. Repairs of boreholes have been carried out in several villages, with additional solar-powered water projects planned.

Museveni also addressed environmental conservation, urging fishing communities to take responsibility for protecting Lake Victoria.

He supported measures such as banning fishing in breeding areas and regulating fishing numbers, while pledging government support for commercial fish farming through community fish ponds.

In the health sector, the President announced the upgrade of Buvuma Health Centre IV into a district hospital and pledged to elevate other health facilities to meet the growing population’s needs. He further promised the establishment of additional government-aided primary and secondary schools to improve access to education.

In Buikwe District, Museveni addressed concerns over wages, explaining that implementation of the minimum wage would follow the completion of key economic groundwork, including reducing electricity, transport and borrowing costs.

He also directed the Attorney General to clarify land rights, particularly on Mailo land, to prevent confusion and exploitation.

The President said the government’s focus remains on sustainable development, improved service delivery and wealth creation for communities in both Buvuma and Buikwe districts.
