President Yoweri Kaguta Museveni has called for strict discipline and unity within the National Resistance Movement (NRM) as the ruling party intensifies preparations for the 2026 general elections.
Museveni made the remarks while addressing a well-attended campaign rally in Gomba District on Tuesday 23rd December 2025, where senior NRM leaders and large crowds gathered as the party sought to consolidate support in an area traditionally considered opposition-leaning.
The President described peace as the NRM’s biggest achievement, noting that Uganda has remained stable despite being surrounded by conflict-affected countries.
He warned that anyone attempting to disrupt the country’s stability would face firm consequences.
Museveni said development remains the second pillar of the NRM’s record, but expressed concern that some elected leaders fail to actively support government programmes.
He announced plans to rehabilitate and upgrade key roads in the region, including Kifampa–Bugomora–Kyamulibwa–Villa Maria and Kanoni–Maanyi–Mityana–Ssekanyonyi–Busunju, and pledged to extend electricity to remaining off-grid sub-counties.
Turning to household incomes, Museveni urged residents to prioritise wealth creation, stressing that infrastructure alone cannot eliminate poverty.
He reiterated the four-acre agricultural model, which promotes a mix of coffee, fruits, food crops, pasture and enterprises such as piggery, poultry and fish farming. President Museveni also encouraged farmers to adopt zero-grazing, saying it delivers higher productivity than free-range practices.
The President emphasised the importance of the Parish Development Model (PDM), reminding residents that each parish receives Shs100 million annually.
He warned against misuse of the funds, saying government would pursue anyone found stealing public money, while assuring citizens that the programme would continue.
NRM National Vice Chairperson Alhaji Moses Kigongo cautioned supporters against backing so-called “NRM-leaning” candidates, insisting that loyalty to the Movement must be total.
He urged voters to support President Museveni and all official NRM flag bearers, warning that divided support weakens the party.
Speaker of Parliament and NRM Second National Vice Chairperson (Female), Rt. Hon. Anita Annet Among, welcomed the strong turnout, describing it as a sign of growing NRM support in Gomba.
She called on party supporters to end internal wrangles and rally behind official candidates, saying infighting undermines service delivery.
Among also presented several community demands, including completion of key road projects, establishment of a regional referral hospital for the cattle corridor, development of irrigation and piped water systems, and fulfilment of a pledge to establish a university following the closure of Kabulasoke PTC.
Earlier, Buganda Region NRM Vice Chairperson Haruna Kasolo raised concerns over land issues and thanked government for efforts to return forest land to local communities.
The Gomba rally underscored NRM’s strategy of strengthening internal cohesion while expanding its footprint in opposition-leaning areas ahead of the 2026 elections.
