Mukono District has signed a UGX 38 billion contract with China Railway No. 5 Engineering Group to begin the second phase of the 10.5 km Ntenjeru–Buule Road, a Greater Kampala Metropolitan Area Urban Development Program (GKMA-UDP) project aimed at improving mobility, easing congestion, and strengthening links between Mukono and Kampala.
The road will eventually connect to Gaba via a new ferry already procured by the Ministry of Transport.
During the signing at the district headquarters on Wednesday, December 10th, 2025, CAO Henry Damba stressed the project’s readiness, noting that all procurement, evaluations, and statutory approvals were completed.

He emphasized that the works include major components that must be executed strictly under World Bank and GKMA-UDP standards.
“This road is fully compliant and ready for implementation. The procedures were followed to the letter,” Damba said.
Representing the District Chairperson, the Vice Chairperson LCV highlighted the long-term value of the investment, saying it would continue to benefit communities beyond the current leadership.
“Over UGX 38 billion going into this road is a milestone our people will feel for generations,” he noted.
RDC Hajjat Fatuma Ndisaba issued sharp directives to contractors, ordering them to halt construction in sections where designs are flawed and to avoid narrow road designs that compromise safety.

“If a section is technically wrong, stop and redesign. We cannot build roads that cause future accidents,” she cautioned.
She also warned foreign workers against inappropriate relations with community members and urged prioritizing local labor.
Contractors and consultants pledged transparency, strict safety enforcement, and job opportunities for Mukono youth.

The Ntenjeru–Buule project forms part of the GKMA-UDP push to modernize metropolitan transport, reduce travel time, and strengthen economic links across Greater Kampala.
