President Yoweri Kaguta Museveni on Monday launched his campaign tour of the Buganda sub-region from Mubende District, unveiling major development plans while highlighting the National Resistance Movement’s (NRM) achievements and future priorities.
Addressing a large rally at Kasambya Diocese Grounds, the NRM presidential flag bearer pledged to establish a public university to serve the Greater Mubende area, describing higher education and skills training as critical to wealth creation and industrial growth.
He said the proposed university would improve access to education for young people and support the region’s economic transformation.
President Museveni reaffirmed government commitment to expanding key infrastructure, particularly electricity and clean water.
He directed that in the next term, power will be extended to nine sub-counties and town councils that are currently not electrified, including Bagezza, Kasambya, Kibalinga, Lubimbiri, Kitenga, Kalonga, Kayebe, Butoloogo, and Madudu.
On water, he pledged to close the remaining access gap, noting that about 16 percent of villages still lack safe water, through ongoing piped water systems and borehole projects.
The President urged residents, especially the youth, to actively utilize government wealth-creation programs such as the Parish Development Model (PDM), Emyooga SACCOs, and the Presidential Industrial Hub to generate jobs and household income.
He emphasized that sustainable employment is driven by skills, enterprise, and value addition rather than reliance on government jobs alone.
Museveni also addressed land issues, pledging to work with the Uganda Land Commission to help genuine residents regularize land ownership and obtain titles, which he said would enhance security of tenure and unlock investment.
Highlighting NRM’s record, the President cited the restoration of peace, improved road networks, expanded electricity and water coverage, and investments in education and healthcare as foundations for development in Mubende and the wider region.
He cautioned voters against what he termed divisive and misleading voices, urging them instead to support NRM candidates aligned with the party’s development agenda.
The Mubende rally marked the official start of Museveni’s Buganda campaign, setting a development-focused tone anchored in infrastructure expansion, education, wealth creation, and land security.
On Tuesday, 16th December 2025, the NRM presidential flag bearer will campaign in Kyankwanzi and Kiboga districts.
